Progress in Baoji High-tech Zone's Titanium And New Materials Industrial Park

Since the beginning of this year, Baoji High-tech Zone has been implementing the "Three-Year" initiative as a key focus, in line with the deployment requirements of the Municipal Party Committee and the Municipal Government, aiming to develop and strengthen advantageous industries and create a billion-dollar titanium industry cluster. Building on the planning and implementation of the Titanium and New Materials Industrial Park Science and Technology New City Park, the construction of the Qing'anbao Park in the Titanium and New Materials Industrial Park was initiated. This effort drives the development of the titanium materials industry through "dual-core" approaches and contributes to the creation of the "China Titanium Valley, World Titanium Capital."
In the construction of the Qing'anbao Park in the Titanium and New Materials Industrial Park, key issues such as "where to obtain funding, where to acquire land, how to plan projects, and how to nurture enterprises" were addressed. Systematic progress was made in the reform of park construction, ensuring the successful development, operation, and growth of the park.
Firstly, in terms of "where the money is," reforms in financing models were advanced. In project planning and design, benchmarking against provincial industrial policies and financial policy support directions, a precise and meticulous planning approach was adopted, considering national needs, the capabilities of high-tech industries, and future development trends. Focusing on financial policies, relevant plan materials were repeatedly optimized and adjusted in collaboration with financial institutions, ensuring the availability of all necessary elements and achieving approval in a single attempt. The Qing'anbao Park in the Titanium and New Materials Industrial Park has become the first project supported by the National Development Fund to be implemented in the city and the only ecologically-oriented development project approved in the province. This provides new ideas and channels for subsequent EOD (End-of-Day), TOD (Transit-Oriented Development), and SOD (Sight-Oriented Development) projects.
Secondly, in terms of "where the land is," reforms in land supply were promoted. To ensure the construction of the park, the High-tech Zone converted nearly 500 acres of residential and commercial land into industrial land. In recent years, the High-tech Zone has converted more than 1,500 acres of residential and commercial land into industrial land, ensuring the implementation of major industrial projects and providing strong support for industrial development.
Thirdly, in terms of "how to implement projects," innovative revenue models were developed. By managing a river, constructing a park, and creating an industrial belt, the High-tech Zone has achieved the "triple benefits and triple win" of ecological, economic, and social benefits.
Fourthly, in terms of "how to nurture enterprises," reforms in operating models were promoted. The High-tech Zone has explored the establishment of an operational service model of "Park + Incubator + Growth Accelerator" and capital operation models such as ABS (Asset-Backed Securities) and REITs (Real Estate Investment Trusts). For enterprises in demand, personalized factory customization is implemented, accompanied by the construction of shared research instrument centers, financial centers, intelligent energy management systems, employee canteens, and comprehensive supermarkets, providing full-chain services for enterprise production, living, research and development, energy supply, and financing. After enterprises achieve growth and become stronger, equity and funds can be exited in an orderly manner, enabling specialized and refined services and capital empowerment to further drive the growth and strength of the industry.
